Cargo Matters, a technology-driven logistics and sustainable infrastructure firm, has signed a Memorandum of Understanding with the Government of Andhra Pradesh to establish an integrated electric vehicle manufacturing and charging hub in the state.

The proposed project, involving an investment of ₹100 crore, aims to accelerate the electrification of heavy commercial vehicles and support India’s transition towards greener freight transportation.
As part of the initiative, the company has submitted a Detailed Project Report to the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) seeking the allotment of 18 acres of industrial land. The planned facility will function as a comprehensive ecosystem that includes a charger manufacturing unit, a retrofit facility for electrifying heavy vehicles, and an R&D centre for testing, validation and certification.
The project is expected to generate around 1,000 direct jobs and nearly 3,000 indirect employment opportunities in the region. Of the total investment, ₹50 crore will be allocated specifically for building charging infrastructure to support heavy-duty electric vehicle corridors.
Pilot operations are expected to begin within 12 to 18 months of approval, with full commercial commissioning planned within 24 months.
Mr. Umesh Padala, Founder and Chairman of Cargo Matters, said the initiative is focused on practical decarbonisation of the freight sector. “While the passenger EV market is maturing, the heavy freight sector remains the final frontier. Our Madanapalle facility will provide fleet owners with a cost-effective pathway to electrification through advanced retrofitting and dedicated heavy-duty charging networks,” he said.
Mr. P.N. Mahesh, Director at APIIC, noted that the project aligns with the state’s Sustainable Electric Mobility Policy 4.0 (2024–2029) and supports Andhra Pradesh’s vision of building a green logistics ecosystem.
He added that Madanapalle’s strategic location near the borders of Karnataka and Tamil Nadu, with Bengaluru about 100 km away and Chennai around 250 km away, makes it an ideal hub for logistics operations.
The initiative is expected to strengthen Andhra Pradesh’s position as a key destination for electric mobility manufacturing and sustainable transportation infrastructure in India.
